Çeltikci, who was born in Ankara in 1956, began his secondary education in Galatasaray High School and completed it in Ankara Atatürk High School. In 1973, he began his undergraduate degree at Ankara University School of Economics and Commercial Sciences Academy of Banking and Insurance and in 1974 he passed to Ankara University Law Faculty. Since his graduation in 1978, he is working as a partner of Özen & Çeltikci Law Office. As well as his profession since 1996, he is serving as a member of Tevfik Fikret Education Foundation Board of Directors. He is fluent in French and English and also he is married and has two children.
